on institutional arrangements for civilian crisis management for Report on non-military instruments of crisis management, under the chapter dealing with decision-making and implementation

 


For the coordination of civilian crisis management tools, a Civilian Crisis Management Committee will be established under the authority of the Council. The Civilian Crisis Management Committee will be inter-pillar in character and give expert advice and make recommendations to the Council through COREPER and, for matters falling under the CFSP, also through the Political and Security Committee. Decision-making and implementation of non-military crisis management tools under the first pillar will remain subject to institutions and procedures of the EC Treaty.

The Committee will work in close coordination with the Military Committee.

As an interim practice, the work to develop the civilian crisis management structure may draw on experts in civilian crisis management of the Member States.
